Cape Town Residents Protest Illegal Buildings in Blaauwberg District

Residents in Cape Town's Blaauwberg district have protested the city's handling of dozens of illegal buildings, including a property at 94 Daniell Road subject to a 2021 court order.

On 28 January 2021 Justice Rosheni Allie ruled that structures at 94 Daniell Road violated the National Building Regulations and Building Standards Act of 1977. The order barred letting the premises until a land use application was approved. A land use application submitted for the site was refused in June 2021, yet the city did not seek a demolition order.

Charles Rudman, writing from the office of Deputy Mayor Alderman Eddie Andrews, stated in a 28 June 2024 email that an engineering form for the Daniell Road property had been forged. A forensic report by Mubesko Africa dated 2 October 2025 confirmed the illegal buildings remained standing. City officials later said a completion certificate could not be issued because work was ongoing.

On 6 May 2023 about 40,000 residents represented by the United Residents Association handed a list of 160 rogue properties to Andrews. They called for stop orders and a task team to address safety risks and alleged links to organised crime. The city established the team, which met several times in 2023 and 2024.

City spokesperson Luthando Tyhalibongo stated that most unauthorised works at the Daniell Road site have been demolished. Residents provided photographs from May 2026 showing the main building still standing.
