The agreement was signed by Anil Kumar Rai, India's Ambassador to Ethiopia and Permanent Representative to the African Union, and Dewano Kedir, Director General for Middle East, Asia, and Pacific Affairs at Ethiopia's Ministry of Foreign Affairs.
