The Hoy No Circula program, aimed at improving air quality, prohibits all vehicles with hologram 2 from circulating, regardless of their license plate's last digit, as well as foreign vehicles. This rule applies in the 16 boroughs of Mexico City and 18 neighboring municipalities in the State of Mexico, including Atizapán de Zaragoza, Coacalco, Cuautitlán, Chalco, Cuautitlán Izcalli, Chicoloapan, Chimalhuacán, Ecatepec, Huixquilucan, Ixtapaluca, La Paz, Naucalpan, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla, Tultitlán, and Valle de Chalco.
