President William Ruto has instructed that all chiefs and assistant chiefs complete mandatory training within their first six months in office. The directive came during a graduation ceremony for 5,892 officers in Nairobi. He also emphasized their role in supporting government projects and digital services.
President William Ruto issued a key directive on December 1, 2025, at the graduation ceremony of 5,892 chiefs and assistant chiefs held at the National Police College Embakasi ‘A’ Campus in Nairobi. The event marked the completion of training in induction, paralegal, and security management for the first cohort of such officers.
Ruto stressed the need for swift preparation, stating, “My instruction to the Interior Ministry is that every officer, chief, their assistant, and all below them should be trained within six months of being hired. Many of the officers here initially served for more than 10 months without any training.” This move follows a recent major police recruitment drive, aiming to bolster security institutions.
The president urged the officers to actively support government policies from both national and county levels. “This should cover all projects as long as they are for the benefit of the people of Kenya,” he added. Specifically, Ruto directed chiefs to participate in infrastructure initiatives, such as road construction and affordable housing, by ensuring local residents gain employment opportunities on site.
Additionally, he called for integration of administrative services into the digitized public services platform to boost efficiency and transparency. Over 27,000 services are already online, with plans for universal connectivity and Jitume Labs in every ward. Chiefs were encouraged to adopt these systems, provide accurate reporting, and assist citizens in accessing digital services.
At the ceremony, attended by National Police Service leadership, Interior Ministry officials, and the head of state, Interior Cabinet Secretary Kipchumba Murkomen announced a nationwide operation against political goons. This follows disruptions during by-elections on November 27, 2022, with commitments to pursue justice and safeguard future polls like the 2027 general elections.
