Energy Minister Bahlil Lahadalia has assured that the additional quota for subsidized 3kg LPG to meet Christmas and New Year 2025-2026 needs will not increase the state budget burden. This is due to falling global oil prices below budget assumptions. Finance Minister Purbaya Yudhi Sadewa has also approved the proposal.
Following a limited meeting with President Prabowo Subianto at the Presidential Palace in Jakarta on Thursday, November 27, 2025, Energy and Mineral Resources Minister Bahlil Lahadalia stated that the additional quota for subsidized 3kg LPG supply for the Christmas and New Year period requires no extra budget. "No additional budget, because the world ICP price has dropped. Our allocation in the 2025 APBN is Rp 82 trillion, while the realization with adding 350 thousand metric tons won't reach Rp 80 trillion, only around Rp 77-78 trillion," Bahlil said.
The subsidized LPG quota for 2025 is set at 8.16 million metric tons, with an addition of 350 thousand metric tons to anticipate surging demand during the holiday period. "This is to safeguard Nataru needs so that our brothers and sisters observing Christmas and New Year in 2025 can do so without issues. Insya Allah, it's clear regarding LPG, so no problems," he added.
Finance Minister Purbaya Yudhi Sadewa agreed to the proposal, emphasizing that while subsidy volume may exceed, total spending remains within APBN limits due to lower prices. "So, for this LPG subsidy, the volume side might exceed (during Nataru). But because prices have dropped, even if we fulfill it, it won't exceed the 2025 budget," Purbaya said on Friday, November 28, 2025.
The quota addition applies to the current year, while for 2026 it will be evaluated based on global energy price developments. The decision followed coordination with the Ministries of ESDM and Finance, BUMN Head Doni Oskaria, and Pertamina to ensure LPG supply and fuel stock availability during the long holiday.
