Government to unveil measures against payroll fraud on Tuesday

Public Service Cabinet Secretary Geoffrey Ruku announced that the government will issue measures on July 7 to tackle payroll fraud in the public service. The announcement came during a church service in Embu County attended by President William Ruto.

Cabinet Secretary Geoffrey Ruku stated that the ministry will release a raft of measures on Tuesday to address payroll irregularities. He said the reforms target human resource managers involved in manipulating government payroll systems.

Ruku noted that the government has identified senior human resource managers as key actors in the fraud. He added that legal action will be taken against those found culpable.

The announcement follows a Public Service Commission report that identified over 17,000 ghost workers. The report revealed Ksh6.2 billion in irregular payments across government departments, with ministries accounting for 12,329 excess staff.

Ruku said the administration has strict instructions from President William Ruto to safeguard public funds. He also mentioned plans to transition to an integrated Human Resource and Payroll System to prevent future irregularities.
