Hoy No Circula restrictions apply in CDMX on October 31

The Hoy No Circula program resumes normally in Mexico City and the State of Mexico on Friday, October 31, 2025. Vehicles with blue stickers and license plates ending in 9 or 0 cannot circulate from 5:00 a.m. to 10:00 p.m. The measure aims to reduce pollution in the metropolitan area.

The Hoy No Circula program, aimed at improving air quality in the Metropolitan Area of the Valley of Mexico, applies without special exceptions on Friday, October 31, 2025. According to the Commission for the Megalopolis Environment (CAMe), private automobiles with blue stickers, license plate endings 9 and 0, and verification holograms 1 or 2 are restricted from circulating between 5:00 a.m. and 10:00 p.m. This includes vehicles with provisional permits.

The restriction covers the 16 boroughs of Mexico City and 18 municipalities in the State of Mexico, such as Atizapán de Zaragoza, Coacalco de Berriozábal, Cuautitlán, Cuautitlán Izcalli, Chalco, Chicoloapan, Chimalhuacán, Ecatepec de Morelos, Huixquilucan, Ixtapaluca, La Paz, Naucalpan de Juárez, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla de Baz, Tultitlán, and Valle de Chalco. Out-of-state vehicles from places like Hidalgo, Morelos, Puebla, and Tlaxcala follow the same rules if they have valid verification.

Exemptions apply to vehicles with holograms 00 and 0, 100% electric cars, hybrids, passenger transport, motorcycles, antique plates, and funeral processions. Special permits are granted for disability transport, emergency services, school transport, and tourist passes for up to 14 days.

Violating the rule incurs fines of 20 to 30 Units of Measure and Update (UMAs), equivalent to between 2,074.80 and 3,394.20 pesos, based on the UMA value. Additionally, the vehicle may be towed to the impound lot, adding costs for towing and storage. Payment is made at authorized banks or convenience stores after printing the ticket from the Secretariat of Finance.

In the weekly calendar, Fridays correspond to blue stickers with plates 9 and 0, while Sundays allow all vehicles to circulate freely, except in extraordinary environmental contingencies.
