Chile's National Migration Service filed a criminal complaint Monday with the Fiscalía Metropolitana Centro Norte for the repeated crime of illicit migrant trafficking under Article 411 bis of the Penal Code. According to the SERMIG statement, at least 12 adults, both foreign and Chilean, entered the country repeatedly between January and October 2025 posing as responsible adults for groups of 2 to 18 Haitian children and adolescents. These individuals lacked blood relations or the legal authorizations required by Article 28 of Law N° 21.325.
