Rosa's mother, a victim of Jérôme Barella, filed a complaint on Monday against Justice Minister Gérald Darmanin for deliberate endangerment of life and failure to assist a person in danger.
Me Pierre Debuisson sent the document by registered mail to the Court of Justice of the Republic, the only body competent to judge ministers. The complaint explicitly targets Gérald Darmanin and denounces serious failings in the handling of Rosa's case, aged 11.
Rosa had filed a complaint nine months before Lyhanna's death. The general inspections of the gendarmerie and justice had concluded the previous week on failures in the judicial chain.
The document highlights a global failure of the entire penal chain.
