The land originally belonged to Ferrocarriles Nacionales de Colombia and later to its Social Liability Fund. The prosecutor listed the addresses and sizes of each property in Villavieja, Huila, and said the former mayor knew their true ownership.

Defense lawyer Héctor Andrés Gutiérrez rejected the charges. He said the documents were original and the imputed offenses do not apply. Ramírez Olaya will seek to prove his innocence at trial.
