Prosecutors have imputed charges against former Villavieja mayor Raúl Arturo Ramírez Olaya for declaring Ferrocarriles Nacionales de Colombia properties as vacant in 2013. The former official did not accept charges of procedural fraud and obtaining a false public document.
The imputation hearing took place on July 9, 2026, before the Tenth Municipal Criminal Judge of Neiva. Prosecutor Alirio Cordero stated that Ramírez Olaya issued public deed 433 on March 7, 2013, to declare 16 properties as municipal assets and later transferred them to residents for social interest housing.
The land originally belonged to Ferrocarriles Nacionales de Colombia and later to its Social Liability Fund. The prosecutor listed the addresses and sizes of each property in Villavieja, Huila, and said the former mayor knew their true ownership.
Defense lawyer Héctor Andrés Gutiérrez rejected the charges. He said the documents were original and the imputed offenses do not apply. Ramírez Olaya will seek to prove his innocence at trial.
