Ituango records lowest discharge but completes 35 days of spillovers

Colombia's Ituango hydroelectric plant recorded the lowest discharge of the recent period at 15.93 GWh but completed 35 consecutive days of spillovers due to climatic contingency and water volatility. The reservoir reached 98.8% fill level, while Chuza dropped to a critical low of 30.0% and Muña recovered to 46.6%.

The Superintendencia de Servicios Públicos Domiciliarios (Superservicios) reported that despite Ituango's lowest recent discharge of 15.93 GWh, the reservoir completed 35 consecutive days of spillovers due to climatic contingency and national water volatility. Its fill level stood at 98.8%, approaching system equilibrium.

In Bogotá's water system, the crisis intensifies: Chuza fell to 30.0%, its lowest point, with the Chuza river at just 0.34 m³/s (6% of historical average). Muña advanced to 46.6%, boosted by the Bogotá river reaching 282% of historical levels. "In contrast, the Bogotá river reaches 282% of the historical average, which has driven Muña out of the most critical zone of the period," Superservicios specified.

Rivers showed mixed trends: Cauca at Ituango rose to 885.5 m³/s (117% historical), alongside increases in Sogamoso, Betania, El Quimbo, and San Carlos (184% historical). However, Blanco river reported zero flow, and Guavio and Bata basins fell below average.

Of Colombia's 24 national reservoirs, 13 are below 80%, five between 80-90%, and six between 90-100%. The highest are Ituango (98.8%), Calima 1 (98.6%), and Miraflores (93.8%). The lowest include Altoanchicayá (21.1%), Chuza (30.0%), and Porce II (40.1%).

The Colombian government holds a Council of Ministers in Montería to coordinate responses to floods in Córdoba, triggered by heavy rains and discharges from the Urrá reservoir. Urrá's board appointed Enrique Kerguelen Méndez as interim president after Julián Acevedo's resignation, amid criticism from President Gustavo Petro. Proposals include a new economic emergency and use of unspent royalties to address the crisis.

The Playas reservoir has reached 110.5% of its capacity, starting spills of 2.0 GWh and becoming the third in this condition. The Superintendencia de Servicios Públicos Domiciliarios reports three reservoirs in simultaneous overcapacity: Playas, Ituango, and Urrá I. Topocoro, at 96.2% fill, may soon join due to the high flow of the Sogamoso River.

The National Environmental Licensing Agency (Anla) reported a 69% increase in water inflow to the Urrá dam in Córdoba, rising from 485 m³/s to 823 m³/s in 24 hours. This raises flood risks downstream along the Sinú River, leading to orders to keep riverside areas evacuated. However, Montería's mayor, Hugo F. Kerguelen, stated that the reservoir level is descending in a controlled manner and the crisis has passed its peak.

The State Commission of Public Services of Tijuana (CESPT) reported that water supply restoration has reached 80% in the city and Playas de Rosarito. The outage stemmed from rehabilitation works on the Florido-Aguaje aqueduct and started recovering from Sunday afternoon. Officials urge rational water use during the gradual process.

The National Unit for Risk and Disaster Management (Ungrd) warned of increased rainfall in the Caribbean, Andean, and Pacific regions due to a new cold front affecting Colombia from February 22 to 26. The Ideam specified special attention in areas like Córdoba and the Gulf of Urabá, while Dimar forecasts strong winds and high waves. Authorities recommend monitoring and preparation for potential floods and landslides.

Negotiations among seven U.S. states over Colorado River water allocations have stalled, missing key deadlines as reservoirs hit record lows after the driest winter in decades. The Trump administration may impose unilateral cuts if no agreement is reached by September, potentially disrupting economies in Arizona and beyond. Tensions persist between Upper and Lower Basin states over sharing reductions in the river's shrinking flow.
