Labor minister opens door to alternative retirement systems

Labor Minister Jean-Pierre Farandou stated that alternative retirement systems are possible, following Prime Minister Sébastien Lecornu's proposal to suspend the 2023 reform until the 2027 presidential election. New discussions with social partners will address the entire system. Farandou mentions options like a points-based system or capitalization.

In an interview with Ouest-France on Saturday, October 18, Labor Minister Jean-Pierre Farandou stated that 'other retirement regimes' are 'possible.' He refers to the points-based system project, abandoned in 2020 due to Covid, which allowed each person to choose their retirement departure date. The minister also mentions the option of retirement by 'capitalization' and 'a mix of several systems.'

'There are other possible regimes,' he emphasized. 'All this deserves to be studied, thought through, discussed, debated, taking the time. It's a societal choice,' he added.

This statement comes after Prime Minister Sébastien Lecornu's general policy speech the previous Tuesday, where he proposed suspending the 2023 retirement reform 'until the presidential election' in 2027. Lecornu invited social partners to a new conference to address 'the question of the overall management of our retirement system.'

According to Farandou, if participants deliver their initial conclusions 'next spring,' the government will transpose the agreement into law and Parliament will decide. 'Otherwise, it will be up to the presidential election candidates to make their proposals,' he specified.

Questioned on a possible unemployment insurance reform, the former SNCF boss declined to comment, saying the issue was 'in the process of clarification.'
