Mwala Member of Parliament Vincent Musyoka Kawaya has called for action against Mbiuni Officer Commanding Station (OCS) Francis Mutua over allegations of leading a criminal gang and involvement in illegal activities. The claims were made during a security meeting at Mbiuni Market on February 18, 2026. Kawaya stated he would take justice into his own hands if the government does not act immediately.
During a security meeting at Mbiuni Market on February 18, 2026, Mwala Member of Parliament Vincent Musyoka Kawaya accused Mbiuni Officer Commanding Station (OCS) Francis Mutua of various criminal activities. Kawaya alleged that Mutua is the leader of a notorious criminal group known as P13, which attacks and robs residents and traders even in broad daylight. "It has been 10 years since I have not talked about any officer. I speak rarely, but when I speak, I mean it," Kawaya said.
Additionally, the MP accused Mutua of actively participating in bhang trafficking along with three other named police officers, openly selling and supplying the substance to other parts of Mwala Constituency. Kawaya maintained that his claims are based on verified information he has compiled. He further alleged that the OCS has been facilitating illegal sand harvesting in the area, despite residents' concerns over environmental damage, and recently sold sand that had been impounded and stored at the police station, describing it as impunity.
"We cannot have a situation where the police, who are supposed to protect us, become the criminals," Kawaya stated. The allegations were supported by Mbiuni Ward MCA Peter Kilonzo and Mwala MCA Brian Kisila, both demanding immediate investigations. When contacted, OCS Mutua neither confirmed nor denied the claims, stating only that he was not authorised to speak to the press.
The matter now lies with senior police leadership, as pressure builds from elected leaders and residents for accountability and urgent action in Mwala's security framework.
