Valle del Cauca pioneers disaster risk information system

The Valle del Cauca governorship presented its Geographic Information System for real-time disaster risk event registration across its 42 municipalities to the National Disaster Risk Management Unit (Ungrd). Ungrd director Carlos Carrillo recognized the department as the first to develop this tool autonomously. The system enables timely decisions by mayors and relief organizations.

At the National Meeting of Risk Management Coordinators, the Valle del Cauca governorship showcased its IT tool, which links to portals of regional environmental, agricultural, and energy generation entities.

Valle del Cauca Risk Management Secretary Francisco Tenorio credited Governor Dilian Francisca Toro's leadership. "We now have daily information through this system created by the Departmental Risk Management Secretariat [...] so that mayors, coordinators, and relief organizations can act and make precise, real-time decisions in the face of potential risks," Tenorio explained.

Ungrd Director Carlos Carrillo praised the effort: "We just saw an app developed here by the Secretariat autonomously, which allows us to advance in data interoperability." He noted that the National Risk Management Information System has been pending for 14 years.

The meeting reviewed projects worth about $23 billion pesos, including one to strengthen fire departments in Buenaventura and Dagua via tax-for-works mechanisms, in coordination with Cenit and Ungrd. Additional projects totaling $61 billion pesos are in formulation to enhance municipal capacities in risk prevention and response.

Colombia's Contraloría General de la República reported that Decree 0150 of 2026, declaring an economic emergency in February due to the climate crisis, lacks solid calculation bases for requesting between $8.26 and $8.68 trillion pesos. The oversight body identified discrepancies in damage estimates, such as flooded areas, and the absence of a national articulated plan. This review responds to a request from the Constitutional Court.
