China issues guidelines to advance social work and governance

China has issued guidelines on strengthening social work to better serve the public and support national development. The directives were jointly released by the Communist Party of China Central Committee and the State Council.

The guidelines emphasize upholding the Party’s overall leadership over social work while maintaining a people-centered approach. They call for applying the “Fengqiao Experience” to enhance community-level governance in the new era.

The document also focuses on improving the social governance system through collaboration, participation, and shared benefits. It highlights the need to strengthen Party building in new economic and social organizations as well as among groups in new forms of employment.

Additionally, the guidelines stress expanding volunteer services, strengthening the legal and regulatory framework for social work, and advancing its digital and smart-technology upgrade. They aim to establish efficient management systems for grassroots governments.
