Dizon responds to Sarah Discaya on flood control projects

Public Works Secretary Vince Dizon said contractor Sarah Discaya should apologize to those affected by the substandard and ghost flood control projects she and her husband Curlee created, not just her family. This comes in response to Discaya's ABS-CBN interview expressing worry for her children. Discaya has surrendered to the National Bureau of Investigation after President Marcos announced her imminent arrest.

Public Works Secretary Vince Dizon condemned contractor Sarah Discaya for her perspective on her situation. Instead of focusing only on her family, she should consider the victims of flood control projects that led to flooding in Bulacan and a lack of schools and homes in Davao Occidental.

"What I cannot understand is, she only feels sorry for her family. She should also feel sorry for all the people they victimized," Dizon said in Filipino. This responds to Discaya's Thursday interview on ABS-CBN where she expressed concern for her children.

Discaya voluntarily surrendered to the National Bureau of Investigation after President Marcos announced her arrest was imminent due to criminal cases linked to an anomalous flood control project in Davao Occidental. Her husband, Curlee, remains detained at the Senate for contempt.

Discaya maintains her innocence and claims to be a victim, but Dizon stated the government's investigation provides strong evidence against her. "She should explain herself to the court. Our evidence against her is strong," Dizon said, warning she will end up in jail.

Interior Secretary Jonvic Remulla stated Discaya poses no security risk. He praised her surrender as a sign of accountability. "We don’t believe there is a risk. It’s good that she surrendered instead of us having to find her," Remulla said. He added it demonstrates good faith, which the court may consider, and urged others with cases to surrender to respect the law.

In the latest development in the P96.5 million ghost flood control project scandal in Davao Occidental—where Sarah Discaya was arrested in December 2025—the Department of Public Works and Highways has requested to include her husband, contractor Pacifico 'Curlee' Discaya, in the criminal charges. Unlike Sarah, who remains detained, Curlee is under Senate custody. Investigators allege he is the 'beneficial owner' of St. Timothy Construction Corporation, which secured the contract.

Malacañang is still validating Sen. Panfilo Lacson's claim that former DPWH secretary Manuel Bonoan deliberately provided false ghost flood control data to undermine the anomaly investigation.
