The Hoy No Circula program applies this Saturday, February 28, across the 16 boroughs of Mexico City and 18 municipalities in the State of Mexico. The restriction runs from 5:00 to 22:00 and primarily aims to lower air pollution and enhance air quality in the Mexico City Metropolitan Area.
Affected vehicles include those with hologram 1 and even plate endings, namely 2, 4, 6, 8, 7, and 0. Additionally, vehicles with hologram 2 are restricted regardless of the last plate digit, along with out-of-state vehicles matching these criteria. The Metropolitan Environmental Commission (CAMe) states that out-of-state vehicles are also banned on designated roads, except for those with holograms 00 and 0, which can travel daily.
The weekly Hoy No Circula calendar organizes vehicle circulation based on sticker color and the last plate number. Tuesdays apply to pink stickers with endings 7 and 8; Wednesdays to red with 3 and 4; Thursdays to green with 1 and 2; Fridays to blue with 9 or 0; and Mondays to yellow with 5 or 6. On Sundays, all vehicles may circulate unless an extraordinary environmental contingency is declared.
If ozone levels exceed 150 points, the CAMe activates Double Hoy No Circula, doubling restrictions and including some hologram 0 vehicles to safeguard public health.
The impacted State of Mexico municipalities are: Atizapán de Zaragoza, Coacalco de Berriozábal, Cuautitlán, Cuautitlán Izcalli, Chalco, Chicoloapan, Chimalhuacán, Ecatepec, Huixquilucan, Ixtapaluca, La Paz, Naucalpan de Juárez, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla de Baz, Tultitlán, and Valle de Chalco. Complying avoids fines in the area.
