The grading came as the NFL offseason neared its end. Okada praised the hiring of head coach Mike McCarthy, the trade for wide receiver Michael Pittman Jr., and the signing of cornerback Jamel Dean.
Additional roster changes included the signing of running back Rico Dowdle and the drafting of offensive tackle Max Iheanachor along with wide receiver Germie Bernard. The secondary also gained safety Darnell Savage and safety Jaquan Brisker.
Pittsburgh ranked third among AFC North teams in the review. The Cleveland Browns received an A-minus, the Cincinnati Bengals a B-plus, and the Baltimore Ravens a B-minus.
Okada raised questions about quarterback Aaron Rodgers, who is 42, and whether he can lead the team beyond the wild-card round.
