The measure consolidates seven prior resolutions into one, simplifying the system and strengthening logistics oversight. Colombia's Ministry of Transport announced a new resolution modernizing the National Cargo Dispatch Registry (Rndc). In an official statement, the ministry stated that "today the sector moves from uncertainty to clear rules, from opacity to traceability, and from abuses to fairer conditions for carriers".
The regulation incorporated over 178 comments from the industry during a public participation process. It aligns with Decree 1017 of 2025, which enhanced guarantees for fair payments and traceability. Minister María Fernanda Rojas said: "this is a fulfilled commitment to the country's carriers. We listened to the sector and made decisions to ensure fairer and more transparent conditions".
Key changes allow carriers to know final freight values and discounts before accepting jobs. Specific cargo contracts now require support documentation, and municipal trips need manifests, including payment for empty runs. It complies with Law 2251 of 2022 and Dian regulations, validating withholdings to the Cargo Transport Modernization Fund (Fopat).
