Dipres reports over 28,000 officials in sumarios for irregular medical leaves

The Budget Directorate published the sixth balance on sumarios for misuse of medical leaves among public officials, identifying 28,028 cases up to October. The report highlights irregularities such as foreign trips between 2023 and 2024, with estimated remunerations of $36.008 million during absences. The Treasury aims to transparent processes and safeguard public resources.

The Budget Directorate (Dipres) of the Ministry of Treasury published on Thursday the sixth balance on administrative sumarios initiated for irregularities in medical leaves of public officials. This report responds to commitments made after the Consolidated Report of Circularized Information (CIC) from the Comptroller General of the Republic (CGR), which detected breaches such as foreign trips during rest periods between 2023 and 2024.

As of October 15, 28,028 central-level officials were reported involved, a slight increase from the previous 27,778, attributed to new cases of country exits in regional services. Of these, 23,140 remain in their positions and 4,888 no longer do, though 2,670 of the latter are still subject to sumarios. In total, 25,810 individuals require disciplinary processes, broken down as: 35% for country exits, 1% for birth attendances, 5% for criminally investigated issuers, 6% for exits in Armed Forces and Order and Security, 23% for casino attendance, and 30% for regional exits.

Of the sumarios, 22,954 have been instructed, with 20,794 ongoing and 2,160 resolved, of which 562 have executive resolutions. The average duration of the involved licenses is 21.9 days, and it is estimated that officials received $36.008 million in remunerations during those absence periods.

The Treasury instructed central government institutions to initiate disciplinary processes, including license rejections where appropriate, to ensure due process and proper public resource management in the face of these misuse cases.
