On Friday, December 12, 2025, Mexico City's Head of Government, Clara Brugada, launched the first continuous 24-hour jornada of the Conduce Sin Alcohol Program, dubbed 'Jornadas Decembrinas' amid the 'Guadalupe-Reyes' period. During this initial operation, 72 drivers exceeded the limit of 0.8 grams of alcohol per liter of blood or 0.4 milligrams per liter of exhaled air, leading to their referral to El Torito for 20 to 36 hours, as per the CDMX Traffic Regulations. Additionally, 71 vehicles were sent to impound lots.
A total of 13,422 AlcoStop tests in vehicle interiors and 228 breathalyzer tests were conducted at 1,130 checkpoints across the 16 boroughs, focusing on main avenues, capital accesses, and high-accident areas. The operation involves over 500 officers from the Secretariat of Citizen Security (SSC), health officials from the Secretariat of Health, mobility staff, and the Legal Counsel. Mexico City Police Chief Pablo Vázquez Camacho emphasized updated equipment, surveillance cameras, and control mechanisms for transparency.
The program, marking 22 years in 2025, has sent 278,000 people to El Torito over more than 1,000 jornadas and 76,000 checkpoints, with over two million tests applied. In the current administration, 753 jornadas have detected 15,000 violators through more than 64,000 tests. INEGI data show a 78% drop in alcohol-related accidents since 2003 and a 77% reduction in fatalities. 'It is a vision that places life, human dignity, and population well-being at the center; we do not seek to punish, but to prevent tragedies. This program saves lives,' stated Brugada Molina. Authorities recommend designating sober drivers or using mobility apps to avoid fines up to 60 UMAs, equivalent to 6,788 pesos.
