Comelec partially lifts people’s initiative suspension

The Commission on Elections (Comelec) has partially lifted its suspension on people’s initiative proceedings. It now accepts signatures for proposed national or local legislation, while keeping the ban on constitutional amendment initiatives.

In Minute Resolution 26-0223 dated March 18, Comelec stated that the suspension imposed in January 2024 is lifted except for initiatives calling for constitutional amendments. “We will not accept new signatures or filing of people’s initiative for the amendment of the Constitution because the rules on that are still suspended,” Comelec Chairman George Garcia told The STAR. “Civil society groups that want to push legislation – for example, anti-political dynasty – can now do so,” he said. Preliminary results from a House of Representatives research arm show 54 percent of provincial, district, and municipal posts occupied by officials linked to political families, equating to about 9,800 positions from an estimated 4,200 dynastic families nationwide. CPBRD deputy secretary general Romulo Emmanuel Miral V noted the methodology may have errors, such as unrelated officials with similar surnames. – Jose Rodel Clapano

Mexico's Senate commissions on Constitutional Points and Legislative Studies approved President Claudia Sheinbaum's 'Plan B' electoral reform bill on March 24, following its presentation a week earlier. The measure passed with 24 votes in favor and 11 against after over five hours of debate and now heads to the full Senate, despite PT opposition to the 2027 revocation referendum date.

The House of Representatives passed 18 of 52 priority pieces of legislation listed by the Legislative-Executive Development Advisory Council before its Lenten break. Speaker Faustino Dy III credited the collective effort of House members in his closing speech. This did not include the controversial Anti-Political Dynasty bill, described by opposition as 'watered-down'.

President Claudia Sheinbaum sent a constitutional reform initiative to the Senate on Wednesday to move judicial elections from 2027 to 2028. The proposal seeks to refine candidate selection following criticisms of the 2025 polls.

A second attempt by the ruling Democratic Party to pass a constitutional amendment bill collapsed on Friday after the opposition People Power Party again blocked proceedings in the National Assembly.

President Claudia Sheinbaum stated that the mandate revocation referendum is not mandatory and can be decided until January 2027, per the Constitution. She explained that her Plan B electoral reform aims to flex the timing to the third or fourth year of government and allow the executive to speak publicly about the process.

Senator Panfilo Lacson has denied reports of plans to convene a constituent assembly to amend the constitution for extending terms or changing presidential age limits.

Seventeen state congresses have approved President Claudia Sheinbaum's Plan B electoral reform package, turning it into law after Senate and Chamber of Deputies passage. The measure, needing 17 local legislatures, aims to cap municipal councilors, state legislative budgets, and electoral officials' salaries. Approvals came in Thursday sessions, led by Tabasco.
