Bahagyang binasura ng Comelec ang pagkalma sa people’s initiative

Bahagyang ibinaba ng Commission on Elections (Comelec) ang pagkalma nito sa mga pamamaraan ng people’s initiative. Pinayagan na muli ang pagtanggap ng mga pirma para sa mga panukalang batas lokal o pambansa, ngunit nananatiling bawal ang mga inisyatiba para sa pagbabago ng Konstitusyon.

Sa Minute Resolution 26-0223 na nagmula noong Marso 18, sinabi ng Comelec na binasura ang pagkalma noong Enero 2024 maliban sa mga inisyatiba para sa pagbabago ng Konstitusyon. “Hindi namin tatanggap ng mga bagong pirma o paghain ng people’s initiative para sa pagbabago ng Konstitusyon dahil nananatiling nakasuspinde ang mga tuntunin noon,” sinabi ni Comelec Chairman George Garcia sa The STAR. “Maaari nang magsumite ang mga grupong sibil na nais magpatupad ng batas – halimbawa, anti-political dynasty,” dagdag niya. Ayon sa pag-aaral ng research arm ng House of Representatives, 54% ng mga lokal na posisyon sa lalawigan, distrito at munisipyo ay hawak ng mga opisyal na kaugnay ng pamilyang pulitikal, na katumbas ng mahigit 9,800 posisyon mula sa 4,200 potensyal na pamilyang dinastiya. Sinabi ni CPBRD deputy secretary general Romulo Emmanuel Miral V na maaaring may pagkakamali sa metodolohiya dahil sa magkakaparehong apelyido. – Jose Rodel Clapano
