Egypt aligns cosmetics licensing with international ISO standards

Egypt's Minister of Industry has approved new licensing rules for cosmetics factories that match the ISO 22716 standard for good manufacturing practices. Manufacturers have a one-year grace period from April 16, 2026, to comply. The changes aim to raise quality and safety levels while supporting exports.

Egypt’s Minister of Industry Khaled Hashem approved updated requirements that tie cosmetics factory licenses to the ISO 22716 guidelines. The ministry stated the rules will align local production with global benchmarks for quality and safety.

The one-year compliance window began on April 16, 2026. Officials said the update forms part of wider efforts to modernize industrial oversight and cut reliance on imports.

Nahed Youssef, chairperson of the Industrial Development Authority, noted that the authority will supply technical support to factories during the transition. The decree followed advice from the industrial licensing committee set up under Egypt’s Industrial Licensing Facilitation Law.

The move is intended to help position Egypt as a regional center for cosmetics manufacturing and to improve access to international markets.
