Fda and lto lead red tape complaint rankings

The Anti-Red Tape Authority has pinpointed the Food and Drug Administration and Land Transportation Office as the top agencies for red tape complaints. A report to the Senate highlights inefficiencies in government transactions from January to August. Senators urge regular publication of the list to improve services.

The Anti-Red Tape Authority (ARTA) submitted a report to the Senate identifying the 10 poorest-performing government agencies and government-owned and controlled corporations (GOCCs) based on red tape complaints. From January to August, the Food and Drug Administration (FDA) recorded the highest number at 465 complaints, marking it as the most inefficient in facilitating transactions. The Land Transportation Office (LTO) followed with 287 complaints, then the Bureau of Internal Revenue (BIR) with 239, the Philippine Statistics Authority (PSA) with 171, and the Land Registration Authority (LRA) with 113.

Other agencies on the list include the Department of Environment and Natural Resources (DENR) with 94 complaints, the Department of Human Settlements and Urban Development (DHSUD) with 91, the Department of Foreign Affairs (DFA) with 64, the Professional Regulation Commission (PRC) with 46, and the Bureau of Customs (BOC) with 44.

Among GOCCs, the Social Security System (SSS) topped the complaints with 244, followed by the Home Development Mutual Fund, known as Pag-IBIG Fund, with 122. The Securities and Exchange Commission (SEC) had 58, PhilHealth 30, Government Service Insurance System (GSIS) 25, Land Bank of the Philippines (LandBank) and Philippine Postal Corp. (PhilPost) each with 20. Lower figures included the Philippine Ports Authority (PPA) at 6, Philippine Charity Sweepstakes Office (PCSO) and Philippine Deposit Insurance Corp. (PDIC) at 5 each, National Housing Authority (NHA) at 4, and Social Housing Finance Corp. (SHFC) and Philippine Economic Zone Authority (PEZA) at 3 each.

Senators have called for the regular publication of this list to pressure inefficient offices into enhancing their services. Separately, ARTA has initiated 313 cases against various local government units before the Office of the Ombudsman for alleged violations of anti-red tape laws.
