Siaya Governor James Orengo has criticised the government's KSh 2 billion reparations programme for protest victims, calling the rollout rushed.
Orengo released his statement on Tuesday, June 16, 2026. He said the timing aims to manage public outrage ahead of the Gen Z memorial scheduled for June 25, 2026.
Orengo questioned the proposed minimum payout of KSh 2.5 million per life lost. He argued this risks normalising excessive force and stressed that justice requires investigations and prosecutions, not only compensation.
The government announced that more than 1,000 victims will begin receiving payments next week after President William Ruto launched the programme. KNCHR reported 1,815 claims linked to human rights violations.
