Indonesia's Corruption Eradication Commission (KPK) has named two private sector individuals as new suspects in the 2023-2024 hajj quota corruption case, bringing the total to four. The new suspects are PT Maktour Operations Director Ismail Adham and Kesthuri Association Chairman Asrul Aziz Taba. KPK alleges eight hajj travel agencies affiliated with Asrul profited illicitly up to Rp40.8 billion.
Indonesia's Corruption Eradication Commission (KPK) announced two new suspects during a press conference at the Merah Putih Building in South Jakarta on Monday, March 30, 2026. KPK Deputy for Enforcement and Execution Asep Guntur Rahayu stated, "As of now, there are four suspects. This will not stop here."
The new suspects are PT Maktour Operations Director Ismail Adham (IA) and PT Raudah Eksati Utama Commissioner as well as Kesthuri Association Chairman Asrul Aziz Taba (ASR). They are charged under Article 2 paragraph (1) and/or Article 3 jo. Article 18 of Law No. 31 of 1999 on Eradication of Criminal Acts of Corruption as amended by Law No. 20 of 2001 jo. Article 55 paragraph (1) first of the Criminal Code.
Asep Guntur Rahayu explained that eight hajj special pilgrimage organizers (PIHK) affiliated with ASR gained illicit profits of Rp40.8 billion in 2024, according to auditor calculations. The profits are allegedly linked to Asrul giving $406,000 to Ishfah Abidal Aziz alias Gus Alex (IAA), special staff to Religious Affairs Minister Yaqut Cholil Qoumas (YCQ).
Previously, KPK began investigating the case on August 9, 2025, and named Yaqut and Gus Alex as suspects on January 9, 2026. On March 4, 2026, KPK announced state financial losses of Rp622 billion based on a BPK audit.
