Wife of Santos Cerdán refuses to testify in Senate commission

Francisca Paqui Muñoz, wife of former PSOE Organization Secretary Santos Cerdán, appeared before a Senate commission investigating the Koldo case but invoked her right not to testify due to her husband's investigation and requested to leave for health reasons, which was denied. For nearly two hours, she remained absorbed in her mobile phone as opposition senators questioned her links to Servinabar company and expenses it covered. The commission president reproached her discourtesy at the end.

Francisca Paqui Muñoz appeared before the Senate commission on the Koldo case on April 16, 2026, with a 20-minute delay after insisting on two companions when regulations allow only one. President Eloy Suárez introduced her as a presumed beneficiary of Servinabar funds. She immediately read a statement: "I lack information on the purpose of this commission. I am here for being the wife of Santos Cerdán, so I invoke the legal dispensation not to testify as my husband is under investigation. Due to my health status, I request permission to leave the room". The request was denied.

Senator María Mar Caballero (UPN) opened questioning on her involvement in Servinabar, company of Antxón Alonso, Cerdán's associate, and asked about expenses on rural houses, hotels, El Corte Inglés, a Madrid attic rented for 47,500 euros by the firm, and dinners at Moncloa. Muñoz did not respond and focused on her mobile. Caballero cited a UCO WhatsApp referring to her as "la Paqui", to which Muñoz replied: "Calling me la Paqui is denigrating and disrespectful", or "derogatory and classist" per another senator.

Paloma Gómez (Vox) accused Muñoz of benefiting from a financial scheme with a paid house, expenses, and salary without work at Noran Sociedad Cooperativa, linked to Servinabar. Ana Beltrán (PP) called her a "coward" for not testifying and showed her job contract with no real activity, plus bills for renovations, vacations in Ibiza, Tenerife, and Málaga, and 153 euros at Duty Free. Muñoz reacted: "You are insulting me by calling me a coward". PSOE Senator Carmen Torralba called the commission a "farce".

Eloy Suárez closed the session reproaching Muñoz's "bad manners and discourtesy towards representatives of the Spanish people", reminding her that the Senate is the house of all citizens.
