Three staff face charges in 2022 death of foster child

Three employees of a Kentucky foster care facility have been indicted in the 2022 death of a seven-year-old boy who suffocated during a restraint.

Deborah Francis, Jillian Parks, and Amanda Whitlow each face one count of second-degree complicity to manslaughter. The charges stem from the July 17, 2022, death of Ja'Ceon Terry at the Uspiritus-Brooklawn facility in Louisville.

A 122-page report by the Kentucky Cabinet for Health and Family Services detailed staffing shortages and described how the child was held down by the three workers. The Jefferson County Coroner's Office ruled the death positional asphyxia.

The defendants were scheduled to be arraigned on Monday but did not appear. A new arraignment date is expected to be set.
