Buenos Aires government chief Jorge Macri signed decree N° 142-26, giving priority to residents of the Ciudad Autónoma de Buenos Aires (CABA) in all public services. The policy expands a prior scheme used in hospitals to include administrative procedures, appointments, and state provisions. It does not bar non-residents but sets an order of service.
Jorge Macri, head of the Buenos Aires city government, signed decree N° 142-26 on April 10, 2026, alongside Cabinet Chief Gabriel Sánchez Zinny. The regulation extends the “Prioridad Porteña” policy, in place in hospitals since March 2025, to all public services, including administrative procedures, education, and health.
CABA residents will have priority for appointments, slots, and vacancies, with residents from Buenos Aires Province and foreigners placed second. The city government noted that in 2025, the public health system recorded over 30 million provisions, a 30% increase in consultations, and 12,000 additional surgeries, boosting demand from non-residents.
The decree exempts medical emergencies, where care is immediate regardless of residency, and certain public security services. Macri defended it on social media: “For years, the City took care of what others did not. The incompetence on the other side of the General Paz was paid by porteños with their taxes. It’s over.”
The city government also demanded that Buenos Aires Province, under Axel Kicillof, handle care for homeless individuals from there, stating each jurisdiction must meet its duties per national rules.
