Marcos and Zelenskyy agree to boost ties as Philippines prepares for ASEAN role

Early on November 28, President Ferdinand Marcos Jr. of the Philippines conversed by phone with Ukrainian President Volodymyr Zelenskyy. The discussion focused on advancing bilateral ties, with an emphasis on keeping Ukraine's concerns prominent as the Philippines prepares to lead ASEAN in 2026.

Marcos highlighted the "warm relations" between the two nations in a social media post, noting talks on collaboration in security, agriculture, and digitalization. "As the Philippines assumes the Chairship of ASEAN, we also discussed ways to strengthen ASEAN–Ukraine engagement for the benefit of our peoples," he stated.

From Ukraine's perspective, the call underscores efforts to expand diplomatic backing beyond Europe, countering Russia's ongoing aggression. Southeast Asia represents a strategic area for Kyiv to build alliances and reduce Moscow's sway.

Zelenskyy conveyed condolences for recent typhoon victims in the Philippines and updated Marcos on Ukraine's collaborative peace initiatives with the United States and other allies. "I am grateful for the Philippines’ support for the peace efforts, for Ukraine’s sovereignty and territorial integrity, and for the clear stance," Zelenskyy remarked on social media.

The Ukrainian leader also addressed Philippine interest in Ukrainian expertise and technologies. While specifics were not detailed, prior statements from Ukrainian Ambassador to the Philippines Yuliia Fediv indicate offers for a defense memorandum of understanding, including joint production of naval drones. These drones could enhance surveillance and deterrence in the West Philippine Sea, where the Philippines faces resource constraints in maritime patrols.

"We agreed that our teams will follow up on all these matters in the near future," Zelenskyy added, signaling concrete next steps in defense and broader cooperation.
