Parliament member reveals ombudsman's findings on madrasah illegal fees up to Rp12 million per student

Member of DPR RI's Commission VIII Selly Andriany Gantina has revealed the Ombudsman RI's findings on illegal levies in madrasah during the 2025/2026 new student admissions. The fees range from Rp2.5 million to Rp12 million per student, totaling Rp11 billion in losses. Selly urges the Ministry of Religious Affairs to impose strict sanctions for deterrence.

On Monday (December 8, 2025), Selly Andriany Gantina, a member of DPR RI's Commission VIII, disclosed the Ombudsman RI's findings on illegal levies (pungli) in state madrasah during the 2025/2026 Madrasah New Student Admissions (PPDBM). The findings stem from oversight of 50 state madrasah across various regions, where all were found to impose burdensome fees on the public.

The levy amounts range from Rp2.5 million to Rp12 million per student, resulting in estimated total losses of Rp11 billion throughout 2025. Additionally, practices include selling uniforms for Rp1.4 million and collecting funds via personal treasurer accounts. These violate the Technical Guidelines (Juknis) for PPDB Madrasah 2025/2026, based on Decree of the Director General of Islamic Education Number 64 of 2025.

Selly highlighted weak governance and internal oversight within the Ministry of Religious Affairs (Kemenag) as the root cause. "Impose strict sanctions on madrasah principals and other culprits proven to engage in pungli, both administrative and criminal, to ensure a deterrent effect," Selly stated in Jakarta.

She assessed that such illegal fees in religious educational institutions not only breach regulations but also represent moral and public ethics deviations. Selly called on Kemenag to act swiftly to safeguard equitable education access for madrasah students.
