The virtual plenary judgment started at 6 p.m. and included votes from Flávio Dino (Panel president), Cármen Lúcia, and Cristiano Zanin, all aligning with the relator.
Moraes declared the final judgment of the criminal case against the central nucleus of the 2022 post-election coup attempt, ordering immediate serving of sentences. For Jair Messias Bolsonaro (PL), sentenced to 27 years and 3 months for crimes including armed criminal organization, attempt to abolish the Democratic Rule of Law, coup d'état, qualified damage, serious threat, and deterioration of heritage, the former president will remain imprisoned at the Federal Police Superintendency in the Federal District, where he has been held preventively since November 22 for violating an electronic ankle monitor.
Other convicts had arrests ordered: former ministers Augusto Heleno and Paulo Sérgio Nogueira at the Planalto Military Command in Brasília; Admiral Almir Garnier at the Navy Radio Station; and Anderson Torres, former Justice Minister, at the 19th DF Military Police Battalion in Papuda. Walter Braga Netto will stay at the 1st Army Division in Rio de Janeiro. Deputy Alexandre Ramagem (PL-RJ) is considered a fugitive in the United States, with an arrest warrant since November 21.
The rulings stem from the lack of further appeals: defenses let deadlines for new declaratory embargos pass without response, and infringing embargos are inadmissible due to fewer than two acquittal votes—only one occurred. Moraes noted the dilatory nature of appeals filed by defendants like Braga Netto and Heleno. The case against Bolsonaro has proceeded for at least eight months, with charges accepted in March and conviction on September 11, 2025.
The sentences entail ineligibility via the TSE and, for military personnel, review of patent loss by the STM. On the previous day (24), the Panel had already upheld Bolsonaro's preventive detention.
