Tokyo police obtain arrest warrant for Thai mother in child exploitation case

Tokyo police have obtained an arrest warrant for a Thai woman in her 20s suspected of violating child welfare laws by forcing her 12-year-old daughter to provide sexual services at an erotic massage parlor. The mother brought the girl to Japan in late June and is currently detained in Taiwan. Authorities are also probing potential human trafficking involvement.

The Metropolitan Police Department (MPD) in Tokyo has secured an arrest warrant for a Thai mother accused of exploiting her daughter sexually. The woman, in her 20s, brought her 12-year-old daughter to Japan in late June. Upon arrival, she handed the girl over to a private-room massage parlor in Bunkyo Ward, Tokyo, where the child was coerced into providing sexual services. The mother reportedly instructed her daughter on how to perform these acts, and the girl slept in the shop's kitchen while serving about 60 customers over roughly one month. A portion of the earnings was transferred to an account linked to the mother.

The case surfaced in September when the girl sought assistance from the Tokyo Regional Immigration Services Bureau. Earlier this month, police arrested the parlor's manager, Masayuki Hosono, 51, on charges of employing a minor in violation of the labor standards law. The mother is currently detained in Taiwan, and investigators are examining whether brokers or others were involved, including potential human trafficking.

On Wednesday, November 12, 2025, the MPD held discussions with a visiting senior Thai police official on handling the case. This incident highlights issues in child abuse and sex crimes, with implications for Thailand-Japan relations.
