The Cebu City Council has referred separate complaints against the Sangguniang Kabataan councils of Labangon and Duljo-Fatima to its youth committee for investigation over allegations of missing funds and neglect of duty.
On Tuesday, councilor Jose Lorenzo Abellanosa endorsed two letters dated May 6 and May 12, 2026, detailing the concerns. Complainants from Labangon accused SK chairman Kim Kyle Buendia of failing to hold required Katipunan ng Kabataan assemblies in 2025, submit liquidation reports for 2024 to 2025, and approve the 2026 Annual Barangay Youth Investment Program. They also cited missed sessions from January to March 2026.
SK councilors from Duljo-Fatima raised issues over delays in reporting on a P1.5 million budget and expenditures made without proper consultation. Both groups requested a formal inquiry involving the Department of the Interior and Local Government.
The referrals come amid a proposed ordinance for mandatory governance training for SK officials. A prior controversy over a December 2025 Thailand trip by Labangon SK members had already drawn public scrutiny.
