The lounge operates as a citizen facility from 9 am to 3 pm for visitors to the DM office, which handles services such as property registrations and certificates. After 3 pm, it functions as a community learning centre for students and job aspirants from nearby settlements and economically weaker sections.

Gupta inspected the lounge, library, reading corner, and a new toilet block. She described the initiative as an example of good governance, noting that citizens should have a dignified and comfortable experience in government offices. Officials said the centre will host career counselling, skill programmes, and workshops, with plans for weekend volunteer activities.
