Hidden report reveals serious deficiencies in Elsa case

An external review of Örebro Municipality’s handling of the Elsa case reveals several serious deficiencies. The report was completed in March but was never registered.

The report, commissioned by Örebro Municipality, highlights eight points where the handling failed to meet requirements for legal security and a child rights perspective. It was presented orally to the social services department but was never entered into the official register.

Social Committee Chair Carl-Johan Wase (M) says it is concerning that the committee had not been informed of the review. He stresses that an official records review should be registered and the committee notified.

According to the report, there was no critical analysis of concern reports and no independent assessment was made. The contact restrictions are described as exceptionally strict. The police investigation was dropped and healthcare corrected earlier information without triggering a new overall assessment.

Elsa, whose real name is different, was taken into emergency care in summer 2025 under LVU. Her mother Victoria expresses strong criticism that the child’s legal security was secondary.
