Two women in West Virginia face misdemeanor child neglect charges after a 2-year-old girl was seen wandering alone near their home.
Ellie Marie Parson, 18, and Laura Ann Parson, 25, were booked into jail on Wednesday. Officers with the Shinnston Police Department responded on Tuesday around 5 p.m. to reports of the child leaving a residence on Richard Avenue. A neighbor showed police video of the toddler walking unattended and standing behind a vehicle. The child was naked, covered in green marker, and wearing a soiled diaper. Another child had alerted the neighbor to the incident. Police found the home filled with trash, unwashed dishes, and flies. One neighbor returned the child and was told by Ellie Parson to put her on the floor, according to a report. The women are listed as the child's parents or guardians and live at the same address. Both were charged with misdemeanor child neglect.
