League C groups are: C1 with Albania, Finland, Belarus, and San Marino; C2 with Montenegro, Armenia, Cyprus, and either Latvia or Gibraltar; C3 with Kazakhstan, Slovakia, Faroe Islands, and Moldova; C4 with Iceland, Bulgaria, Estonia, and either Luxembourg or Malta. League D has: D1 with either Gibraltar or Latvia, either Malta or Luxembourg, and Andorra; D2 with Lithuania, Azerbaijan, and Liechtenstein.

Teams were drawn from pots based on rankings. Prohibited clashes, such as Bosnia and Herzegovina with Kosovo, were avoided. Excessive travel conditions limited certain pairings, like Iceland with Armenia or Cyprus. Winter venue restrictions ensured no more than two high-risk countries per group.
