La Commission européenne avance sur le renforcement des contrôles des investissements étrangers

Bruxelles consulte sur une nouvelle réglementation permettant d'émettre des avis sur davantage d'opérations d'entreprises dans des secteurs stratégiques, avec une attention particulière portée aux États-Unis et à la Chine en Espagne.

La Commission européenne consulte sur un règlement délégué qui élargit les cas où elle peut émettre des avis sur les investissements étrangers dans les matériaux et l'industrie critiques. Le texte n'est pas contraignant mais influencera les décisions des États membres. En 2025, le Conseil des investissements étrangers (JINVEX) de l'Espagne a reçu 196 demandes, soit une hausse de 19 % par rapport à l'année précédente. L'Allemagne a enregistré 339 dossiers, une augmentation de 30 %, tandis que la France et l'Italie ont également connu des hausses des examens. Seulement 5 % des opérations notifiées dans l'UE ont été retirées ou refusées et 11 % ont été approuvées sous conditions. L'Espagne n'a opposé son veto à aucune opération l'année dernière. Les États-Unis représentent 40 % des investissements étrangers en Espagne et en Europe, contre 6 % pour la Chine. Parmi les exemples chinois, on peut citer COSCO dans les ports, Three Gorges dans les énergies renouvelables et SAIC en Galice, incluant Almussafes.
