Le gouvernement du président Gustavo Petro a soumis au Congrès un nouveau projet de réforme fiscale visant à collecter 21,9 billions de pesos en 2027.

Le ministère des Finances a soumis le projet le 22 juillet au secrétariat général de la Chambre des représentants. Le texte se compose de cinq titres et 31 articles qui modifient le statut fiscal.

Le ministre Germán Ávila Plazas a déclaré que la réforme est progressive et ne touche ni au panier de la ménagère ni aux personnes à faible revenu. Il a expliqué que l'effort repose sur les gros actifs et les hauts revenus afin de combler le déficit budgétaire.

Les mesures comprennent la réduction d'une exonération parafiscale d'une valeur de 8,5 billions, l'augmentation de la TVA sur les combustibles fossiles et les véhicules hybrides, ainsi qu'une taxe de 1 % sur les exportations de pétrole et de charbon. D'autres dispositions taxent les boissons alcoolisées, le tabac et les jeux de hasard.

L'exposé des motifs indique que l'initiative renforce la collecte sans affecter l'activité productive et protège l'investissement public dans des secteurs tels que les infrastructures et la santé.
