China has issued a plan through 2030 to strengthen solid waste pollution control, targeting illegal dumping and historical waste stockpiles.
On July 15, 2026, six government departments including the Ministry of Ecology and Environment and the National Development and Reform Commission jointly released the plan.
The plan sets goals to achieve notable progress in solid waste treatment by 2030, effectively control accumulated waste, curb illegal dumping, and establish an integrated digital supervision network.
It calls for targeted cleanup campaigns at illegal dumping sites, waste in karst caves, phosphogypsum storage sites, and municipal and hazardous waste landfills.
The document also covers management of industrial and hazardous waste, discarded electronics, retired new-energy equipment, and waste from households, construction, and agriculture while expanding the zero-waste city initiative.
