Court approves mining and farming measures for cold front emergency

The Constitutional Court approved most articles in three decrees issued to mitigate the effects of the cold front in 181 Colombian municipalities.

On July 23 2026 the Full Chamber declared 18 articles from decrees 213, 212 and 175 of 2026 constitutional. The rules authorize partial debt forgiveness and payment deferrals for small-scale mining, reallocation of agricultural resources and rural debt refinancing.

The measures apply only to municipalities hit by rains between January and February 2026. The National Mining Agency may suspend forfeiture actions during payment deferrals.

Some articles were ruled unconstitutional, including those allowing unrestricted budget transfers and certain procedures for input funds. The vote was 8-0 in most cases.

Justices Jorge Enrique Ibáñez Najar, Natalia Ángel Cabo and Vladimir Fernández Andrade filed concurrences or partial dissents.
