DPR committee chair scolds Sleman police chief over Hogi Minaya case

DPR RI's Commission III Chairman, Habiburokhman, defended Hogi Minaya, designated as a suspect after chasing his wife's snatchers in Sleman, Yogyakarta. During a meeting on January 28, 2026, he scolded the Sleman Police Chief for criticizing Hogi's driving as a traffic violation. Habiburokhman asserted there was no intent to kill and the case does not warrant criminal processing.

The case of Hogi Minaya from Sleman, Yogyakarta, drew attention after he was designated a suspect on April 26, 2025. His wife had her bag snatched while riding a motorbike. Hogi, driving a car, pursued the two perpetrators until their motorbike swerved and crashed into a wall, killing two people.

On January 28, 2026, DPR RI's Commission III held a public hearing (RDPU) with Hogi Minaya, his wife, his lawyer, Sleman Police Chief Kombes Pol Edy Setyanto, and Sleman District Prosecutor's Office Head Bambang Yunianto. During the meeting, the police chief stated Hogi's actions ignored traffic rules. "The driver's action of operating the vehicle on the road has ignored traffic principles. By tailing and driving at high speed. Thus, it can be categorized as driving unreasonably," he said.

Habiburokhman responded firmly, defending Hogi. "Tailing? Yes, that's what chasing a thief is. How to stop them? To save his property, then they hit the wall," he said. He also emphasized the police's authority to determine early if the incident was criminal. "By common sense, this is not a criminal act; it should have been from the start," he added.

After the meeting on January 29, 2026, Habiburokhman stressed Hogi had no intent to kill. "Clearly, Mr. Hogi had no intent to kill or anything like that, just chasing the person," he said. He concluded, "We found very clear facts that Mr. Hogi is not worthy of being designated a suspect and the incident is not worthy of being declared a criminal case."

National Police Chief General Listyo Sigit Prabowo also highlighted the case on January 26, 2026, stating it was handled by DIY Provincial Police Chief Irjen Pol Anggoro Sukartono through restorative justice. "The case actually happened some time ago. However, the Provincial Police Chief has reported that it is currently being pursued for restorative justice so the case can be resolved soon," Sigit said.

Building on prior explanations of the legal history behind insult clauses, Indonesia's Human Rights Minister Natalius Pigai and Deputy Justice Minister Edward Omar Sharif Hiariej further addressed concerns over Article 218 (insulting the president) and introduced Article 256 (demonstration notifications) in the new Criminal Code, effective January 2, 2026.
