Mumbai's Dr Armida Fernandez, who established Asia's first human milk bank in 1989, was recognized for neonatal care contributions. Jammu and Kashmir's Brij Lal Bhat was awarded for horticulture and efforts towards Kashmiri Pandit rehabilitation.
