Valle del Cauca department reached 98 points in the 2025 Institutional Performance Index, improving on its 2024 result and retaining the national lead.
Governor Dilian Francisca Toro celebrated the result and noted a three-point increase from the previous measurement. The index evaluates around 3,700 state entities on aspects such as planning, contracting and internal control.
Five management policies received the maximum score of 100 points, including legal defense and public procurement. Diana Lorena Vanegas said legal defense saved approximately 700 billion pesos in judgments.
Nicolás Guzmán, the department’s planning director, explained that the index measures the ability to turn institutional organization into results for citizens. Valle del Cauca outperformed Antioquia, Bolívar, Boyacá and Risaralda.
