Biometric ID to be mandatory in 2028 for social benefits

People receiving social benefits have until December 31, 2027, to issue the new national biometric ID. The measure, announced by the Ministries of Management and Social Security on November 19, 2025, aims to reduce fraud in social programs. There are differentiated deadlines for new and current beneficiaries, with exceptions for certain groups.

The gradual implementation of mandatory biometric registration was announced on Wednesday (19) by the Ministries of Management and Social Security. The new national ID will serve as the main base for this registration, aiming to combat fraud and scams in social benefits.

For new beneficiaries without biometrics registered in bases like ID, TSE, or CNH, registration will be mandatory from November 21, 2025, when the rules are published. Benefits such as maternity salary, temporary incapacity aid, death pension, unemployment insurance, salary bonus, and Bolsa Família have a deadline until May 1, 2026. From that date, only the national ID will be accepted for new requests without prior biometrics.

Existing beneficiaries with TSE or CNH biometrics will only need the new ID from January 1, 2028. For benefit maintenance, like proof of life, biometrics are required gradually: those without registration can do it until December 31, 2026, and from 2027, the national ID will be mandatory.

Exceptions include people over 80, migrants, overseas residents, those with mobility issues, and remote area dwellers. Of 68 million beneficiaries, 84% already have biometrics, mostly adults; children are the majority without it.

"The government will conduct an active search process. We know the beneficiaries without biometrics registered," says Minister Esther Dweck (Management and Innovation). Social Security Minister Wolney Queiroz adds: "There was concern that we wouldn't ensure access to social benefits on time [...] With extended deadlines, we're more comfortable".

The requirement was approved by Congress in December 2024, sanctioned by President Lula, and regulated by decree in July 2025. The system will use CPF as the unique identifier, and all Brazilians must have the new ID by 2032. Over 150 million already have biometrics in federal databases.
