The initiative aims to enhance the quality of 32 RSUDs, including upgrading Kolaka Timur RSUD from Class D to Class C using special allocation funds (DAK).

The case timeline began on August 9, 2025, when KPK conducted a sting operation (OTT) and named five initial suspects: Kolaka Timur Regent Abdul Azis (ABZ), Health Ministry project overseer Andi Lukman Hakim (ALH), commitment-making official Ageng Dermanto (AGD), and PT Pilar Cadas Putra employees Deddy Karnady (DK) and Arif Rahman (AR). On November 6, 2025, KPK announced three additional suspects without public identities. On November 24, 2025, their identities were revealed and they were immediately detained: civil servant from Southeast Sulawesi's Revenue Agency Yasin (YSN), Head of Health Ministry's Infrastructure and Laboratory Equipment Working Team Hendrik Permana (HP), and PT Griksa Cipta Director Aswin Griksa (AGR).

KPK has opened the possibility of summoning Health Minister Budi Gunadi Sadikin, using a bottom-up examination approach. "So, we examine from bottom up... Starting from the bottom, from the recipients, the employees, then moving up to directors general and others," Asep explained, focusing on kickback flows.
