Arrest warrant issued for Porac mayor over POGO graft

A Pasig court has issued an arrest warrant for Porac, Pampanga Mayor Jaime Capil in connection with graft charges related to a Philippine Offshore Gaming Operator (POGO) in his municipality. Capil is accused of involvement in the Lucky South 99 POGO hub. Bail is set at P90,000.

On November 28, the Pasig City Regional Trial Court Branch 265 issued an arrest warrant against Mayor Jaime Capil for seven counts of violating the Anti-Graft and Corrupt Practices Act. The charges stem from a complaint filed in October 2024 by the Presidential Anti-Organized Crime Commission and the Philippine National Police, alleging Capil's involvement in Lucky South 99, a POGO in Porac.

Lucky South 99 was initially presented as an online gambling facility, but its operations were exposed in July of the previous year when authorities raided the compound, uncovering alleged human trafficking and other illegal activities. Its representative, Cassandra Ong, is also being sought by the Pasig court for her role in the POGO hub.

According to the warrant, Capil faces charges under Sections 3(e) and 3(j) of the Anti-Graft and Corrupt Practices Act. Section 3(e) penalizes acts causing 'undue injury' to the government or giving unwarranted benefits to private parties through manifest partiality, bad faith, or gross negligence, particularly in issuing licenses or permits. Section 3(j) punishes knowingly approving licenses or benefits to unqualified individuals, including dummies.

Additionally, on April 3, the Office of the Ombudsman dismissed Capil for gross negligence in failing to stop POGO operations in his area. No contradictions are noted in the source details.
