An unmodified opinion means the financial statements were fairly presented in accordance with the reporting framework. It does not confirm that public funds were spent lawfully.
State auditors previously upheld disallowances of 73 million pesos in confidential expenses from December 2022 and 375 million pesos for 2023. These findings held Duterte and three other officials liable due to insufficient documentation.
The fact check comes as the Senate impeachment trial of Duterte opened on July 6 with a 16-vote threshold set for conviction. The confidential funds issues form part of the complaint under review.
